Department for Children\u2019s Rights<\/h2>\n<p>The Ministry of Education, Children and Youth coordinates Democracy Week through its Department for Children\u2019s Rights, the General Directorate for Childhood, the General Directorate for Primary Education and CePAS.<\/p>\n<p>The Department for Children\u2019s Rights ensures the implementation of the United Nations Convention on the Rights of the Child across the various ministries, institutions and organisations responsible for this mission.<\/p>\n<p>It also takes part in inter-ministerial consultations and in the work of international bodies, which monitor the conventions ratified by Luxembourg on children\u2019s rights, and promotes the exchange of good practices that may be adapted at national level.<\/p>\n<p>In partnership with private organisations, the Department develops guides and reference documents, as well as awareness-raising actions and campaigns.<br>Its work is based on the four fundamental principles of the Convention on the Rights of the Child:<\/p>\n<ul>\n<li>non-discrimination<\/li>\n<li>the best interests of the child<\/li>\n<li>the right to survival and development<\/li>\n<li>the right to participation<\/li>\n<\/ul>\n<a href=\"https:\/\/men.public.lu\/fr\/systeme-educatif\/droits-enfant.html\" target=\"_blank\" class=\"button white\" rel=\"noopener\" style=\"border-radius:99px;\">\n\t\t<span>Learn more<\/span>\n\t<\/a>\n\n\n\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\n\t\n\n<\/div>\n\n\t\t<\/div>\n\n\t\t\n<style>\n#section_1735120979 {\n  padding-top: 30px;\n  padding-bottom: 30px;\n  background-color: #4b66fb;\n}\n<\/style>\n\t<\/section>\n\t\n<div class=\"row\"  id=\"row-474409475\">\n\n\n\t<div id=\"col-2036577037\" class=\"col small-12 large-12\"  >\n\t\t\t\t<div class=\"col-inner\"  >\n\t\t\t\n\t\t\t\n\n<h2>Direction G\u00e9n\u00e9rale du Secteur d l\u2019Enfance (General Directorate for the Childhood Sector) \u2013 DGE<\/h2>\n<p>The General Directorate for the Childhood Sector (DGE) is responsible for issuing the authorisations required to operate in the non-formal education sector and contributes to the funding of education and care structures. The DGE manages their administrative follow-up and provides guidance on administrative and procedural matters. It is also responsible for monitoring and managing funding, notably through the ch\u00e8que-service accueil scheme, as well as overseeing the financial supervision of so-called \u201ccontracted\u201d structures.  <\/p>\n<p>To ensure consistent quality across the sector, the DGE defines and oversees the implementation of quality standards, both structural and pedagogical, as set out in legislation and in the National Reference Framework for Non-Formal Education for Children and Young People. These standards guarantee compliance with the fundamental principles of non-formal education, such as children\u2019s rights, inclusion, participation and multilingualism. <\/p>\n<p>The service ensures compliance with legal standards through regular inspections and handles complaints and claims related to the functioning of the structures.<\/p>\n<p>In order to respond to societal developments, its mission is to create a legal and financial framework that supports the development of a diverse, accessible and equitable educational offer that promotes children\u2019s well-being and social inclusion. It places a particular emphasis on the engagement of children and young people, while addressing the population as a whole. <\/p>\n<p>Under the motto \u201cDemokratie l\u00e9ieren a liewen\u201d (learning and experiencing democracy), the ZpB supports children, young people and adults in discovering political mechanisms, democratic processes and core principles. It strives to make these concepts concrete and accessible, thereby helping to strengthen democratic culture in schools, extracurricular settings and society at large. <\/p>\n<p>The ZpB promotes active citizenship education and supports the development of a vibrant and participatory democracy. It brings together elected representatives from all secondary schools in the country, ensuring that students\u2019 voices are heard nationwide. <\/p>\n<p>The CNEL enables young people to express their views on topics related to their school life and future, whilst also serving in an advisory role to the Ministry of Education. With a strong focus on children\u2019s participation, it aims to offer pedagogical support to educational staff while developing and promoting non-formal educational methods. <\/p>\n<p>Through art and culture, PLOMM actively lives and promotes children\u2019s participation. By offering artistic and cultural experiences, children aged 0 to 12 are encouraged to exchange ideas, develop their creativity and strengthen their critical thinking skills. The permanent exhibition \u201cThe Story Tree\u201d, together with temporary exhibitions supported by age-appropriate mediation, allows children to immerse themselves in different worlds. Through workshops and participatory projects, they are invited to express their ideas, becoming researchers and artists in their own right.   <\/p>\n<p>With the aim of listening to and valuing children\u2019s voices, the PLOMM Children\u2019s Museum is committed to encouraging dialogue and promoting democratic values, while supporting inquiry-based approaches, self-expression and artistic creation.
