Democracy and Citizenship Week was officialized in 2022 for all secondary school students and, since 2024, has also expanded to primary school students as well as the non-formal education participatory and engaged society.<\/p>\n<p>It is implemented by CePAS, the Zentrum fir politesch Bildung (ZpB), the National Student Conference of Luxembourg (CNEL), the Jugendrot, the Children&#8217;s Rights Department of the Ministry of Education, Children and Youth, the Agency for Quality Development in the Children and Youth Sectors (ADEQSEJ), the Directorate-General for the Youth Sector, the Directorate-General for Elementary Education, and the Kannermus\u00e9e PLOMM.<\/p>\n<p>Each of these partners actively contributes to the design, coordination and implementation of Education, Children and Youth coordinates Democracy Week through its Department for Children\u2019s Rights, the General Directorate for Childhood, the General Directorate for Primary Education and CePAS.<\/p>\n<p>The Department for Children\u2019s Rights ensures the implementation of the United Nations Convention on the Rights of the Child across the various ministries, institutions and organisations responsible for this mission.<\/p>\n<p>It also takes part in inter-ministerial consultations and in the work of international bodies, which monitor the conventions ratified by Luxembourg on children\u2019s rights, and promotes the exchange of good practices that may be adapted at national level.<\/p>\n<p>In partnership with private organisations, the Department develops guides and reference documents, as well as awareness-raising actions and campaigns.<br\/>Its work is based on the four fundamental principles of the Convention on the Rights of the >\n\t\t\t\n\t\t\t\n\n<h2>Direction G\u00e9n\u00e9rale du Secteur d l\u2019Enfance (General Directorate for the Childhood Sector) \u2013 DGE<\/h2>\n<p>The General Directorate for the Childhood Sector (DGE) is responsible for issuing the authorisations required to operate in the non-formal education sector and contributes to the funding of education and care structures. The DGE manages their administrative follow-up and provides guidance on administrative and procedural matters. It is also responsible for monitoring and managing funding, notably through the ch\u00e8que-service accueil scheme, as well as overseeing the financial supervision of so-called \u201ccontracted\u201d structures.  <\/p>\n<p>To ensure consistent quality across the sector, the DGE defines and oversees the implementation of quality standards, both structural and pedagogical, as set out in legislation and in the National Reference Framework for Non-Formal Education for Children and Young People. These standards guarantee compliance with the fundamental principles of non-formal education, such as children\u2019s rights, inclusion, participation and multilingualism. <\/p>\n<p>The service ensures compliance with legal standards through regular inspections and handles complaints and claims related to the functioning of the structures.<\/p>\n<p>In order to respond to societal developments, its mission is to create a legal and financial framework that supports the development of a diverse, accessible and equitable educational offer that promotes children\u2019s well-being and social inclusion. Policy development and strategic guidance are carried out in close consultation with representatives of the non-formal education sector. <\/p>\n<p>The role of the DGE also includes promoting non-formal education and helping to raise awareness of the educational mission of non-formal education structures.<\/p>\n\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\n\t\n\n<\/div>\n\n\t<section class=\"section dark\" id=\"section_962239092\">\n\t\t<div class=\"section-bg fill\" >\n\t\t\t\t\t\t\t\t\t\n\t\t\t\n\n\t\t<\/div>\n\n\t\t\n\n\t\t<div class=\"section-content relative\">\n\t\t\t\n\n<div class=\"row\"  id=\"row-168943140\">\n\n\n\t<div id=\"col-1905798234\" class=\"col small-12 large-12\"  >\n\t\t\t\t<div class=\"col-inner\"  >\n\t\t\t\n\t\t\t\n\n<h2>Agency for Quality Development in the Children and Youth Sectors (Quality Agency &#8211; AQUEN)<\/h2>\n<p>The new Agency for Quality Development in the Children and Youth Sectors (AQUEN) supports professionals in the various non-formal education sectors in a process of continuous quality development.<\/p>\n<p>Building on the progress made since 2016 in quality assurance and development within non-formal education\u2014a domain essential to the growth and fulfillment of children and young people\u2014AQUEN provides its expertise to professionals and their organizations to guide them toward continuous improvement and support the qualitative evolution of the sector.<\/p>\n<p>The Quality Agency aims to provide the necessary support to turn good ideas into concrete projects, which can also benefit other organizations. This objective is pursued in collaboration with all actors of the school community, including students and their families. Indeed, well-being at school requires creating a climate where students feel safe, valued, and respected, actively engage in academic and social activities, build positive self-esteem, and act autonomously. It places a special emphasis on the engagement of children and young people, while also addressing the general population. <\/p>\n<p>Under the motto \u201cDemokratie l\u00e9ieren a liewen\u201d (learning and experiencing democracy), the ZpB supports children, young people and adults in discovering political mechanisms, democratic processes and core principles. It strives to make these concepts concrete and accessible, thereby helping to strengthen democratic culture in schools, extracurricular settings and society at large. <\/p>\n<p>The ZpB encourages active citizenship education and supports the development of a vibrant, participatory democracy. It brings together elected representatives from all secondary schools in the country, ensuring that students\u2019 voices are heard nationwide. <\/p>\n<p>The CNEL enables young people to express their views on topics related to their school life and future, whilst also serving in an advisory role to the Ministry of Education. By offering artistic and cultural experiences, children aged 0 to 12 are encouraged to exchange ideas, develop their creativity and strengthen their critical thinking skills. <\/p>\n<p>Since 2023, the PLOMM Children\u2019s Museum has been one of Luxembourg\u2019s resource centres for non-formal education. With a strong focus on children\u2019s participation, it also aims to offer pedagogical support to educational staff while developing and promoting non-formal educational methods. <\/p>\n<p>The permanent exhibition \u201cThe Tree of Tales\u201d, together with temporary exhibitions and workshops at the museum in Wiltz, allows children to immerse themselves in a variety of worlds. They are invited to share their ideas and become researchers and artists. <\/p>\n<p>With the aim of listening to and valuing children\u2019s voices, the PLOMM Children\u2019s Museum is committed to encouraging dialogue and promoting democratic values. At the same time, it supports inquiry-based approaches, forms of expression and creative processes.
